National Budget ExplorerFY 2027 NEP, House GAB and FY 2026 GAA, from official sources
Development preview, not an official publication of the Senate of the Philippines or of the Senate Economic Planning Office. Figures are DBM's and the House's; computations are the author's.

The national budget at a glance

The proposed FY 2027 budget (National Expenditure Program, NEP) against the enacted FY 2026 budget (General Appropriations Act, GAA), built from every line item in the Department of Budget and Management's published files, with the changes the House of Representatives made in its General Appropriations Bill (GAB).

New appropriations are what Congress votes on each year. Automatic appropriations (interest payments, the National Tax Allotment, retirement premiums, special accounts) are authorized by standing laws.

By part of the budget

The parts of the General Appropriations Act, in its order, on the basis selected above (PHP million). "House change" is the GAB minus the NEP.

By department

PHP million. Click a department for its agencies, or a column heading to sort. Blue bars show increases, red bars decreases (NEP against GAA). Government corporations are budgeted apart, under Budgetary Support to Government Corporations; a department's page also shows the corporations attached to it.

By sector, in DBM's classification

DBM's expenditure program by sector and subsector, PHP million, as printed in Table B.5 of the FY 2027 Budget of Expenditures and Sources of Financing (BESF). It covers the whole budget, new and automatic appropriations, so its totals equal the totals on this page including automatic appropriations; FY 2025 is actual. DBM prints no such table for the House bill.

What changed most

Agencies, NEP 2027 against GAA 2026, on the basis selected above (PHP million). Computed automatically each time the data are updated.

Capital Outlays removed in the NEP

Agencies with Capital Outlays in the FY 2026 GAA and none in new appropriations in the FY 2027 NEP (PHP million).

By expense class

New appropriations, PHP million.

By region

New appropriations, PHP million. The region is where the implementing office sits, not where the money is spent. Most central offices are tagged as the National Capital Region; items with no region code, mostly special purpose funds such as the Pension and Gratuity Fund, are shown as "Nationwide (no region assigned)".
