Methods and downloads
Every figure on this site comes from the Department of Budget and Management's line-item budget files or, for the House bill, from the bill's own printed tables. Nothing is typed in by hand. The data are loaded, checked and summarized by scripts, and the site is rebuilt whenever DBM publishes a new file.
Sources and control totals
Each file's rows must add up exactly to the grand total DBM prints in the file, or the data are not loaded. Amounts in DBM's files are in thousand pesos.
The House General Appropriations Bill
The House bill (House Bill No. 10858) is published as PDF volumes, not as a spreadsheet like DBM's files for the NEP and the GAA. Its figures are therefore read from the bill itself: a script reads the General Summary table at the end of each department in Volumes I-A and I-B, which gives every agency's Personnel Services, MOOE, Financial Expenses, Capital Outlays and total. The House change is the GAB figure minus the NEP figure. Volume I-C (DPWH project details) and Volume II (performance information) carry no agency totals.
The volumes used are the bill as approved by the House on third reading on 12 October 2026 and received by the Senate on 13 October 2026, as posted on the Senate's Budget Transparency Portal. The House also posts its third-reading copy, as a single file, on its website; it has the same text as the portal's four volumes, page for page (all 3,873 pages, checked by script). Page numbers on this site are PDF page numbers of the portal's volumes. In the House's single file, Volume I-A pages are the same; add 1,339 for Volume I-B, 2,321 for Volume I-C and 3,263 for Volume II.
Before any figure is used, the script checks that each agency's expense classes add to its total; that subtotals and department totals add up as printed; that every agency's total is printed again in the agency's own section of the bill; that every agency is matched to its DBM code; and that the Governance sector's amendments, checked page by page by SEPO staff, are reproduced exactly. The GAB's programmed total equals the NEP's total new appropriations, so the House's increases and reductions offset each other. Changes within an agency (by program or project) are not yet shown except for the Governance sector. Unprogrammed appropriations, which DBM's line-item file does not include, are compared purpose by purpose with DBM's NEP volume for Unprogrammed Appropriations (House changes).
Definitions
- New appropriations are those Congress votes on each year: DBM fund codes beginning 10101 (agency budgets, special purpose funds, allocations to local government units) and 10102 (foreign-assisted projects).
- Automatic appropriations are authorized by standing laws: retirement and life insurance premiums, pensions, special accounts, debt interest payments, the National Tax Allotment and the BARMM block grant (fund codes 10401 and 10403).
- Expense classes: Personnel Services (PS), Maintenance and Other Operating Expenses (MOOE), Financial Expenses and Capital Outlays (CO).
- Programs: General Administration and Support, Support to Operations and Operations, with Operations broken down by program. Locally funded and foreign-assisted projects are shown separately, as in the printed budget.
- Region is DBM's tag for where the implementing office sits, not where the money is spent. Central offices are counted under the National Capital Region.
- Percent changes are staff-computed. "NEP vs GAA" compares the proposal for FY 2027 with the enacted budget for FY 2026.
