What the House changed

The House of Representatives' General Appropriations Bill for FY 2027 (House Bill No. 10858) against the President's proposal (National Expenditure Program, NEP). Every agency's appropriation is read from the bill's General Summary tables and compared with DBM's NEP line items.

Unprogrammed appropriations

Standby authority that can be used only if revenues exceed targets or foreign loans are approved. DBM's NEP line-item file does not include it, so the NEP figures here come from DBM's NEP volume for Unprogrammed Appropriations (UA.pdf, dbm.gov.ph). PHP million.

Page numbers here are PDF page numbers of the volumes on the Senate's Budget Transparency Portal; the number printed on the page is 10 lower in Volume I-A and 8 lower in Volume I-B.   1. Open the GAB volume at the "GAB page" shown for the agency. It is the department's General Summary table. Find the agency's row and read its Total (in pesos).
  2. Compare it with the FY 2027 NEP figure in the table above (PHP million; multiply by 1,000,000 for pesos). The difference is the House change.
  3. For a second reading, hover over the GAB page in the table to see the agency's own section, where the same total appears on the line "TOTAL NEW APPROPRIATIONS".
